How can someone believe in heaven but not hell?

Well there's your mistake, using the bible. The world is much broader than just the christian religion and the bible. Simply put, an intelligent God would not create a hell as it would serve no purpose. Hell is for selfish humans who wish harm to those who don't think like them or have done them wrong. It is humans who feel good about someone they believe to be evil burning in hell for eternity.
